A patch tracker would already be an improvement. As I understand most OS projects work like this: if somebody makes a fix (anybody), the patch fix can be submitted to a tracker and be visible for all to inspect or merge into their versions of the code to try and post their impressions to the project forum (like, it works, it works not, etc). And eventually, or not, the patch can be merged into the tree by a dev with write access, after testing the patch themselves and reading the feedback of other users.

Finding a dev with full dedication to HawkNL could be difficult but collecting small contributions from everybody that is using HawkNL, making small fixes for their own use, could be worth it.

As for hosting, sourceforge.net is always an option. The webhosting there slows to a crawl sometimes, but it is functional and has all the trackers, supports SVN now, etc. There is also the GNU project hosting.
